- Amendment prohibits any Federal funding to any private, nongovernmental, or multilateral organization that directly or indirectly performs abortions in a foreign country except in special cases; and prohibits funding to the United Nations Fund for Population Activities unless that organization ceases all activity in China.
- Purpose
- An amendment, printed as amendment No. 3 in part 2 of House Rept. 104-147, to prohibit any U.S. funding of family planning services for any private, nongovernmental, or multilateral organization that directly or indirectly performs abortions in a foreign country. The amendment would exempt organizations that only perform abortions in the case of rape, incest, or when the life of the mother is endangered. The amendment would also prohibit funding to the UN Fund for Population Activities, unless the organizations suspends all activities in China.
