- An amendment consisting of several amendments offered en bloc and printed as amendment No. 1 in Part I of House Rept. 104-147, to delete the waiver in the bill protecting the new Child Survival Program account from other laws and to retain the prohibition in current law against transferring funds from development assistance to other accounts such as debt restructuring, and for other purposes.
