- Mr. Lewis (CA) raised a point of order against the Weldon (FL) amendment (A025). Mr. Lewis (CA) stated that the amendment proposed changes to existing law and constituted legislation on an appropriations bill and was, therefore, in violation of clause 2 of rule XXI of the rules of the House. The Chair sustained the point of order.
