- Purpose
- An amendment, as amended by the Houghton amendment, to reduce the appropriation for the Library of Congress by $15 million and to increase the appropriation for the Congressional Research Service by an equal amount, to enable CRS to assume the functions of the Office of Technology Assessment. The amendment is identical to amendment No. 5, as amended by amendment No. 6, on which the proceedings of June 21, 1995 were vacated.
