- An amendment (printed as amendment No. 55 in the Congressional Record of May 9) to deny compensation to affected landowners for any agency "takings" action for losses in property value caused by wetlands regulations if the failure to enforce those regulations would reduce the fair market value of other private homes by $10,000 or more.
