- Purpose
- An amendment in the nature of a substitute, similar to the provisions of the joint resolution, which limits congressional terms to 12 years for members of the House and Senate, with the exception that the term limit provisions would apply retroactive. Under the provisions of the amendment, upon ratification of the joint resolution by the states, any sitting member with 12 or more years of experience would be ineligible to run for reelection to office. The amendment would also allow states to set term limits shorter than 12 years.
