Amendment sought to specify that the proposed moratorium on regulatory rulemaking not apply to six "common sense" regulatory actions: rulemaking actions regarding the personal use of campaign funds; immigrant asylum requests; rulemaking actions by HUD to establish housing assistance preferences for the elderly, eliminating drugs from Federal housing, and designating urban empowerment zones; compensating Persian Gulf War veterans; Department of Justice rulemaking regarding development of a computer database to identify persons convicted of sexually violent offenses against minors; and rulemaking action by the Department of the Interior to establish hunting seasons for migratory birds.
