Amendment in the nature of a substitute sought to transform the Aid to Families with Dependent Children program into a program that moves recipients from welfare to work within a certain time limit; increase the funding for education, job training, employment services, and child care for welfare recipients; create a new "Work First" program; require States to have an increasing percentage of their AFDC caseload participate in Work First and Workfare over seven years; impose a time limit on eligibility for AFDC benefits; place certain restrictions on SSI eligibility for disabled children; provide certain cutbacks in the Food Stamp Program; and limit the eligibility of certain legal immigrants for Federal benefits.
