Purpose
An amendment (printed as amendment No. 37 in the Congressional Record of May 9) to modify the provisions in the bill relating to risk assessment and cost-benefit analysis requirements by establishing an effective date for all risk assessment cost-benefit analysis of one year after enactment of the bill. The amendment would also change the bill's criteria for cost-benefit analysis from one which "maximizes net benefits to society," to providing "incremental benefits to human health, public welfare, and the environment."
