- Purpose
- An amendment to allow Coast Guard civilian employees assigned to Governor's Island, New York who become unemployed as a result of the closure or realignment of the installation to become eligible for full retirement, if those employees would have been eligible for retirement within five years of termination. The amendment would also allow civilian employees of Governor's Island who lose their jobs to be eligible to compete for available Coast Guard positions nationwide.

- Mr. Coble raised a point of order against the Nadler amendment (A006). Mr. Coble stated that the amendment provided new entitlement authority, in violation of clause 401(b)(1) of the Congressional Budget Act. The Chair sustained the point of order.
