- Purpose
- An amendment (numbered 22 as printed in the Congressional Record) to eliminate language from Title VI directing the U.S. to cooperate with Russia on security issues, and to clarify that the U.S. should assist other European nations emerging from communism, besides those named in the bill, toward achieving full NATO membership, and that given the appropriate conditions NATO should grant such membership freely.
