- Mr. Coble raised a point of order against the Tauzin amendment (A008). Mr. Coble stated that the provisions of the amendment requiring an increase in user fees applied to larger vessels constitued an increase in taxes and was, therefore, in violation of Rule XXI clause 5(b). The Chair sustained the point of order.
