- An amendment to reduce the amount rescinded from the HHS health resources and services account, in order to restore $10 million in funding for the "Healthy Start" program. To offset this funding, the amendment increases the amount rescinded from the NIH buildings and facilities account from $50 million to $60 million.

- Mr. Livingston raised a point of order against the Obey amendment (A014). Mr. Livingston stated that the Obey amendment sought to amend a paragraph previously amended and as such, could not be considered in order. The Chair sustained the point of order.
