- Amendment sought to define "discretionary budget authority" to include the authority to enter into future contractual obligations for which funds are not appropriated in advance.
- Purpose
- An amendment to extend the scope of line item veto authority to include authorizations to enter into contracts under which the government is obligated to expend funds under existing law, such as the Highway Trust Fund and the Airport Trust Fund. Under the provisions of the bill, a line item veto could only be applied to "discretionary" spending. (Text of the amendment was printed as amendment No. 17 in the Congressional Record of February 1, 1995.).
