- Purpose
- An amendment (numbered 17 as printed in the Congressional Record of February 8, 1995) to permit the states to use their prison grants to build, expand, and operate youth correctional facilities. Beginning in FY 1998, it also allows for the withholding of 15% of the grants otherwise available from any state that does not meet a specified criteria regarding juvenile crime.
