- An amendment consisting of two amendments, offered en bloc, stipulating that the provisions of the bill requiring Congressional Budget Office cost estimates for proposed mandates also include a cost-benefits analysis to compare the direct costs of complying with federal mandates with the social costs of not implementing those mandates. (Text of the amendments were printed as amendment Nos. 137 and 161 in the Congressional Record of January 19 and 20, 1995, respectively.
