- Purpose
- An amendment in the nature of a substitute to require a balanced federal budget by Fiscal Year 2002, but would take Social Security off-budget. The amendment would require a constitutional majority (218) to raise the debt limit and contains no requirement for a supermajority to increase taxes, or to waive the balanced budget requirement in case of war or military threat.
