- An amendment comprised of two amendments offered en bloc (#'s 131 and 132 as printed in the Congressional Record on Jan. 19, 1994) which provide that the bill would not apply to laws and regulations that establish effluent limitations restricting the types and quantities of pollutants that may be discharged into U.S. waters by sewage treatment plants, factories and other facilities, in order to protect public health.
