- Purpose
- An amendment in the nature of a substitute to establish a separate capital budget which requires that only the operating budget be balanced and exempts Social Security from balanced budget calculations. It does not include any of the supermajority requirements contained in H.J. Res. 1 but instead prohibits Congress from running a deficit except in specified circumstances of war, serious military threat, or recession.
