- An amendment to change provisions of the Great Lakes Water Quality Act so that states in the Great Lakes system would not be required to adopt water quality programs which are identical or substantially similar to the EPA's proposed Great Lakes water quality guidelines. Under the amendment states would only be required to take into account such guidelines.
