- Purpose
- An amendment to provide that proposed legislation that imposes conditional requirements for receipt of federal assistance, or establishes duties arising from participation in voluntary programs, shall be considered as imposing a federal intergovernmental mandate and, therefore, subject to a point of order under the provisions of the bill.
