Amendments originally sought to provide that no privately owned land could be included in proposed heritage areas unless the landowner's consent was obtained; and sought to delete language that requires, to the maximun extent possible, all Federal actions to be consistent with the heritage management plan, unless there is no practicable alternative. \ As amended by the Regula amendments (A004), the above was replaced with language that gives counties the choice to opt out of an American heritage area.
