Amendment in the nature of a substitute allows Indian tribes to more easily exercise their right to enter into self-determination contracts with several agencies; provides for a model contract which tribes in the U.S. can follow; creates a procedure for expeditious rulemaking in a limited number of areas; and permanently establishes Tribal Self-Governance in the Department of the Interior.
