Amendment originally sought to require that an administrative procedure be established to provide compensation to the owner of private property if the use or value of all or any portion of the private property is substantially diminished as a result of the designation of the American Heritage Area or the management plan for the American Heritage Area. \ As amended by the Rahall amendment (A006), the above was replaced with language that requires that a process be established to inform property owners with respect to obtaining compensation due as a result of a taking of private property.

- Purpose
- An amendment to provide that the management entity for an American Heritage Area shall publish procedures to ensure that the rights of owners of private property are protected. Such procedures shall include an administrative process to provide compensation to the owner of private property if the use or value of all or any portion of the private property is substantially diminished as a result of the designation of the American Heritage Area or the management plan for the American Heritage Area.
