Amendment in the nature of a substitute sought to express the sense of the Congress that the President should not have deployed U.S. troops in Haiti; provide that the President should immediately commence the safe and orderly withdrawal of U.S. forces from Haiti and should conclude that withdrawal as soon as possible in a manner consistent with the safety of those forces; express the sense of Congress that the President should take diplomatic steps to organize a United Nations peacekeeping operation in Haiti composed of military personnel from other countries; and should the troops not be withdrawn, the amendment sought to provide for House and Senate votes no later than January 21, 1995, on a resolution requiring the withdrawal of U.S. forces within 30 days.

- Purpose
- An amendment in the nature of a substitute expressing that it is the sense of Congress that the President should immediately begin an orderly withdrawal of U.S. troops in Haiti, to be completed by January 3, 1995. If the proposed withdrawal is not undertaken, the amendment provides for a vote on January 21, 1995 on a resolution to require the withdrawal of troops within thirty days of enactment.
