Amendment in the nature of a substitute provides for the establishment of the Rhinoceros and Tiger Conservation Fund; authorizes $10 million per year for 5 years, starting in fiscal year 1996, for projects to conserve rhinoceros and tigers; and gives the Administrator of the Agency for International Development an opportunity to review and consult with the Secretary of the Interior on final project proposals.
