- Amendments en bloc: (1) add title V consisting of the text of H.R. 3786, the Recreational Boating Safety Improvement Act of 1994; (2) add title VI consisting of the text of H.R. 3282, the Towing Vessel Navigational Safety Act of 1994; (3) add title VII consisting of the text of H.R. 4959, the Coast Guard Regulatory Reform Act of 1994; (4) add title VIII consisting of the text of H.R. 4959, the Coast Guard Regulatory Reform Act of 1994; (5) add title IX consisting of the text of H.R. 4447, the Boating Improvement Act of 1994; and (6) authorizes documentation for various vessels. \ As amended by the Byrne amendment (A008), an additional vessel was added to the list for which documentation is authorized.
