- An amendment to eliminate the new Agricultural Service Agency established in the bill. The amendment thus would leave Agricultural Stabilization and Conservation Service programs, FmHA agricultural lending, and the federal crop insurance program within the separate agencies that now administer them. The amendment would, however, require that these agencies' field offices, along with the Soil Conservation Service field offices be "co-located"- combined into a single office in each area-in order to provide "one-stop shopping" for farmers.
