- Purpose
- An amendment, offered as a substitute to the Penny amendment, to make reimbursement of private crop insurance providers mandatory spending for FYs 1995-1997. In FY 1997, only the administrative and operating expenses of private insurers would be mandatory, and reimbursement for agents' sales commissions would be discretionary spending. The amendnment would make various changes in the bill to produce estimated savings of $272 million to offset costs.
