- An amendment to add a new section requiring the Comptroller General of the United States to conduct an audit no later than Jan. 1, 1996 which would review the authorities of the National Park Service and the Lowell Historic Park Advisory Commission and compare them with those of similar units of the National Park System. The audit would also include a detailed assessment of all major Federal expenditures made by the National Park Service and the Lowell Historic Park Commission. Finally, a report would have to be submitted to Congress on the audit.
