Amendment specifies that nothing in the bill is to be construed as affecting the operation of Federally owned dams on the Colorado River in the Lower Basin; or as amending, superseding, or preempting any State or Federal law, interstate compact, or international treaty pertaining to the Colorado River in the Upper Basin; and ensures that no Federal rights to the Colorado River are reserved with respect to the Havasu and Imperial wilderness areas.
