Amendment in the nature of a substitute sought to deny the President's request to provide MFN trade status in 1994 for products produced, manufactured, or supported by the Chinese Army, Chinese defense industrial trading companies, and state-owned enterprises in China; direct the Treasury Department to publish a list of enterprises owned by the Chinese military, Chinese defense industrial trading companies, and state-owned enterprises, and to consider requests for additions and deletions from the list; and to urge the Treasury Department to encourage United States firms dealing with China to adopt a voluntary code of conduct which recognizes certain human rights principles, including basic worker rights.
