Amendment sought to limit the authorization for development of the Presidio to the amount authorized in the 1972 law that established the Golden Gate National Recreation Area; authorize $25 million in FY 1995 for management of the lands and facilities within the Presidio; and require that beginning in FY 1996, any funds appropriated for management of visitor programs or development of visitor facilities at the Presidio must be matched by non-federal entities on a 1-to-1 basis.
