Amendment sought to provide that the owners of private lands within the boundaries of the Mojave National Park, other than Catellus Development Corp., whose lands are to be acquired by the Federal Government, shall be entitled to the full use and enjoyment of those lands without restriction by Federal land regulations. \ As amended by the Miller (CA) amendment (A022), the above was replaced with language that protects the rights of owners of private land until such land is acquired by the Federal government, that contains provisions prohibiting the operation of a hazardous waste site on an inholding, and which provides that mining operations shall be subject to the Mining in the Parks Act,
