- Purpose
- An amendment in the nature of a substitute identical to the original text of the bill, with the exception that Social Security would be exempted from the entitlement-capping provisions of the bill. The amendment creates an entitlement control mechanism to monitor the total costs of direct spending programs and, in the event that actual or anticipated costs were projected to exceed target levels, the President and Congress would be required to act by either enacting cuts, increasing revenue, or raising the target levels.
