Amendments: (1) provide for excluding the earned income of children from public housing rent calculations only if the child is attending high school, is enrolled in an equivalency program, or has graduated from either; (2) earmark $25 million in funding each year for HOPE I public housing ownership implementation grants; (3) prohibit the use of community development, empowerment, and enterprise funding for the relocation of an industry from one area to another if it results in a loss of jobs; (4) fold the Innovative Homeless Program into the Consolidated Homeless Grant Program; and (5) modify the Military Base Closure law to establish a collaborative process between the community and homeless providers in determining how closed military bases can be used for housing for the homeless.
