- Mr. Gonzalez raised a point of order against the Bachus (AL) amendment (A007). Mr. Gonzalez stated that the provisions of the amendment exceed the scope of the bill and do not meet the test for germaneness required by the rules of the House. The Chair sustained the point of order.
