Purpose
An amendment in the nature of a substitute which would transform the current budget resolution from a concurrent resolution to a joint resolution, subjecting the budget resolution to a presidential signature or veto. The amendment would require passage of an annual budget establishing caps on entitlement spending, with the exception of Social Security and interest on debt. The authorizing committees would be required to report legislative recommendations to meet the entitlement caps on programs within their jurisdiction, without recommending spending increases. Any entitlement program which exceeded the caps would be subject to sequestration.
