Amendments en bloc (1) simplify the calculation of downpayment requirements for borrowers under the FHA's single-family mortgage loan program; (2) amend requirements under the FmHA's section 515 Rural Multifamily Housing direct loan program; (3) insert "Buy-American" provisions; (4) strike language that exempts persons with VA mortgage loans from delinquency notice requirements under the Housing Counseling Program; (5) change the requirements for the board of directors (or other governing body) of any public housing agency with respect to the residency status of certain board members; and (6) make a community in Utah eligible for the Community Development Block Grant Program.
