- An amendment consisting of two amendments offered en bloc to give priority in the development of an overall environmental technology strategy to geographic areas of significant environmental need, including those areas that have been designated as "non-attainment areas" under the Clean Air Act. The amendment would also require centers which conduct evaluations of environmental technologies to address air quality problems in non-attainment areas.
