- Mr. Mollohan raised a point of order against the Livingston amendment (A020). Mr. Mollahan stated that the provisions of the Livingston amendment proposed a limitation on the expenditure of funds, and was therefore not in order. Mr. Mollohan further stated that the amendment constituted legislation on an appropriations bill and was in violation of the rules of the House. The Chair sustained the point of order.
