- Purpose
- An amendment consisting of several amendments, offered en bloc, to make technical corrections to the descriptions of highway and transit projects in the bill; reallocate funds among several projects; strike a provision of the bill requiring highway contractors to guarantee and warrant that they will perform their contractual obligations in accordance with current law; require DOT to develop a legal determination of what constitutes an "indivisible vehicle load" for the purpose of granting waivers to exceed highway weight limits, and apply that definition to all trucks operating on the National Highway System; require DOT to conduct a study on how states and metropolitan planners are using federal funds to meet transportation needs; and provide for the establishment and funding of an urban transportation study institute, operated by several Massachusetts universities.
