- An amendment to reduce the bill's appropriation for the National Oceanic and Atmospheric Administration by $39 million. The amendment is directed at eliminating several programs as follows: the Columbia River hatcheries; regional climate centers; federal and state weather modernization grants; wind prolifer; the NOAA Undersea Research program; and for sea grants for zebra mussel research.
