Amendments en bloc: (1) require DOD to report to Congress assessing the implications for U.S. military readiness of the participation of U.S. ground combat forces in peacekeeping operations within Bosnia-Hercegovina; (2) permit the Department of Labor to continue offering job training programs to defense-related workers through Title III of the Job Training Partnership Act; (3) require DOD to report to Congress on the lessons learned from the U.S. participation in U.N. activities in Somalia; (4) extend a pilot program which permits prime defense contractors to consolidate the paperwork required for submission to their subcontractors; (5) place limits on using funds for development or testing of anti-ballistic missile systems or components; (6) require DOD to carry out a biennial survey to measure the state of racial and ethnic issues and discrimination among active-duty military personnel and report the results to Congress; (7) provide for the establishment of an International Center for Applied Research; (8) place limits on DOE transfer of tritium-related activities and operations; (9) increase the time period during which adjustments of shipbuilding claims may be made; (10) authorize the transfer of certain property at a closed Air Force radar site located near Holbrook, AZ to the Interior Department; (11) require DOD to report to Congress.on the calculation and recovery of tuition costs of certain students enrolled in schools of the Defense Dependent's Education System; (12) delete language relating to the closing of certain Defense Department Dependent's Schools; (13) clarify the bargaining rights of employees of DOD schools; (14) give States a priority in receiving nonlethal excess supplies of DOD; (15) require the Secretary of the Air Force to conduct an evaluation of the costs of restarting production of the C-5B aircraft; (16) delete $4.5 million authorized for an Army helicopter engine upgrade program; (17) require competitive acquisition procedures to be used in procurement of multibeam sonars for Navy TAG vessels; (18) provide for the conveyance of certain land to the city of Edison, NJ; (19) extend to the Coast Guard certain personnel adjustment, education, and training programs; (20) include the Coast Guard under the military pay raise and cost-of-living adjustment provisions; (21) provide for the naming of the Marilyn Lloyd Scholarship and Fellowship Program; (22) place limits on the use of funds authorized for Former Soviet Union Threat Reduction programs; (23) express the sense of Congress concerning the safe dismantlement of the Soviet nuclear arsenal; (24) require DOD and the State Department to coordinate military-to-military contact programs; (25) prevent funding of Cooperative Threat Reduction programs until the President certifies to Congress that Russia has terminated its offensive biological weapons program.
