Amendments en bloc: (1) authorize $400 million for the dismantling of nuclear weapons in the former Soviet Union, $60 million for overseas humanitarian and disaster assistance, and $25 million for clearing landmines for humanitarian purposes; (2) provide DOD with the authority to accept gifts for elementary and secondary schools created under the Defense Dependent's Education System; (3) prohibit the direct operation or maintenance of sealift vessels by DOD or the Transportation Department and prohibit government employees from crewing such vessels; (4) codify present DOD policy concerning the transportation of chemical munitions; (5) authorize DOD to donate certain excess metal working tools to non-profit training and vocational schools; (6) allocate $52 million of ballistic missile defense funds to the ARROW/ACES ballistic missile defense program; (7) require the Army to report to the National Guard Bureau concerning honorably discharged officers; (8) require DOD to maintain certain types of typhoid vaccines; (9) make various changes to provisions which limit the amount of depot-level maintenance that can be contracted out to non-Federal government personnel; (10) express as the sense of Congress that NATO reserves the right to act in defense of its vital interests in the absence of a mandate from the U.N. or.the Conference on Security and Cooperation in Europe; (11) require DOD to report to Congress on the policies and procedures under which members of the armed forces are randomly tested for drugs; (12) standardize the procedures for appointing, promoting, and dismissing U.S. military reserve officers; (13) provide for the restoration of annual leave for civilian employees in connection with certain base realignments; and (14) limit the amount that may be expended on the Seawolf Submarine Program.

- An amendment comprised of several amendments offered en bloc to authorize $400 million in funds to help aid in the dismantling of nuclear weapons in the states of the former Soviet Union; $60 million for overseas humanitarian and disaster assistance; to authorize $25 million to clear landmines; to prohibit the use of $50 million of funds until the President certifies that the U.S. is making an effort to ensure that out allies are increasing their funding levels for demilitarization; to give DOD the authority to accept gifts for elementary and secondary schools established as part of the defense dependent's education system; to prohibit the direct operation or maintenance of sealift vessels by Defense or Transportation Departments; to codify current DOD policy which prohibits the department from transporting chemical weapons stockpiles across state lines; to permit the donation of certain excess property to non-profit educational institutions or training schools; to earmark $52 million of the funds authorized for Ballistic Missile Defense activities for the ARROW/ACES ballistic missile defense program; to require the Army to provide a semiannual report to the National Guard Bureau with the names and addresses of all officers who were honorably discharged from active duty in the previous 6 months; to require DOD to purchas. and maintain in its inventory an equal number of doses of oral typhoid vaccine and parenteral injection typhoid vaccine; to make changes in the bill's provisions regarding depot-level maintenance; to express the sense of Congress that NATO reserve the right to act in defense of its vital interests in the absence of a mandate from the UN or the Conference on Security and Cooperation in Europe mandate; requires the Defense Department to report to Congress within six months on the policies and procedures under which members of the armed forces are randomly tested for drugs; standardizes the procedures for appointing, promoting, and dismissing U.S. military officers; and provides civilian military employees who are unable to use their annual leave because of a base realignment with the same provision given to employees affected by base closures by allowing civilian military employees to include accrued annual leave in lump sum leave payments.
