An amendment to require the President, over a 3 year period, to secure burdensharing agreements with NATO member nations and Japan which require those nations to assume all costs incurred by the United States relative to the presence of U.S. military personnel in those countries. All savings resulting from such an arrangement would have to be used for deficit reduction. If agreements are not reached by Sept. 30, 1997, the U.S. would have 3 years through Sept. 30, 2000, to withdraw all of its troops from those nations. The provisions of the amendment do not apply to South Korea.
