Amendment requires the Northern Rockies Ecosystem Panel established in the bill to comply with applicable State and tribal government laws, including laws relating to private property rights and privacy; and prohibits the panel from entering non-Federal property for the purpose of collecting information unless the consent of the owner has been obtained.
