- An amendment to express the sense of Congress that the United States should immediately provide medical assistance to Iraqi citizens (particularly those outside the UN protected area) through non-governmental and international organizations. The amendment also expresses the sense of Congress that the Administration should seek reimbursement from any Iraqi resources in a way that payments to veterans are not reduced or delayed.
