- Purpose
- An amendment to provide (like the bill) $3 billion in FY 1995 through FY 1999 in grants for state or regional correctional facilities to provide for the incarceration of violent offenders. Unlike the McCollum amendment, the substitute would not condition these grants on states enacting "truth in sentencing" legislation.
