- Amendment authorizes $10.5 billion for a new grant program to the States for the construction of prisons.
- Purpose
- An amendment to authorize $10.5 billion through FY 1999 for new grant programs for state prisons. Twentyfive percent of the funds would be reserved for states that increase the percentage of violent offenders sentenced to prison, increase the average time violent offenders serve, and increase the percentage of sentence served. The remaining 75% of funds available would be allocated among eligible states base on the rate of violent crime.
